1.              中華人民共和國政府已收到世界銀行的貸款，用于支付新建哈爾濱至佳木斯鐵路項目的費用，并計劃將一部分貸款用于采購信號TDCS/CTC系統（包號: SE11）合同項下的合格支付。

2.       中國機電工程招標有限公司受中國鐵路總公司委托，邀請合格的投標人就下列貨物和有關服務提交密封的投標：

3.       資格要求包括：招標文件規定的供貨經驗、技術、財務、法律和其他方面的要求，主要的資格要求為：所投產品應具有在截標日期前5年內為設計時速200公里/小時或以上速度鐵路正線累計供貨1套信號TDCS系統，1套信號CTC系統并且滿意運行至少一年的供貨業績。須提供銷售合同和中國鐵路總公司所屬鐵路局的相關部門出具的最終用戶證明作為證明材料。

4.       本次招標采用世界銀行的《世界銀行借款人國際復興開放銀行貸款和國際開發協會信貸及撥款的貨物采購、工程及非咨詢服務指南》[2011年1月版]（“采購指南”）規定的國際競爭性招標程序，并向采購指南規定的所有合格投標人開放。此外，請參見第1.6條和1.7條，這兩條闡明了世界銀行關于利益沖突的政策。

5.       有興趣的合格投標人可在中國機電工程招標有限公司辦公室進一步了解有關信息和查閱招標文件，上午9：00－11：30，下午13：30－16：30 (周六日節假日除外)。

6.       招標文件將從2017年8 月17 日起每天（星期六、星期日、節假日除外）上午9：00－11：30，下午1：30－4：30（北京時間）在下述地址發售，有興趣的合格投標人可遞交書面申請書，于上述時間購買招標文件。中文或英文招標文件每套售價1000元人民幣或160美元，售后不退。支付方式為現金或電匯。若需郵遞招標文件,需另付200元人民幣（中國大陸）或50美元（中國大陸之外），招標文件將采用特快專遞方式發送，采購代理不對寄送文件的延遲和丟失負責。

7.       所有投標書應于2017年9 月28 日北京時間上午10:30時之前遞交到以下投標書遞交和開標地址。不允許采用電子方式投標。遲到的投標書將被拒絕。2017年9 月28 日北京時間上午10:30時，在以下投標書遞交和開標地址公開開標。屆時請參加投標的投標人指定代表出席開標儀式。

World Bank Financed Harbin-Jiamusi Railway Project

1.     The government of P. R. China has received financing from the World Bank toward the cost of Harbin-Jiamusi Railway Project, and intends to apply part of the proceeds toward payments under the Contracts for Procurement (ICB) of TDCS/CTC Center System for Signal (Lot No.:SE11).

2.     China Mechanical & Electronic Engineering Tendering Co., Ltd., entrusted by, China Railway Corporation, now invites sealed bids from eligible bidders for:

3.     Qualification requirements include: Supply experience, technical, financial, legal and other requirements stipulated in the bidding document; main qualification requirements are: For Lot SE11, within five years before the deadline of bid submission, the Bidder shall have successfully supplied at least 1 set of TDCS Center System for Signal and 1 set of CTC Center System for Signal, which have been in satisfactory operation for at least one year on a main railway line with the minimum design speed of 200km/h. The Bidder shall provide sales contract and the end-user certificate issued by the department of relevant Railway Bureau of CRC as proof materials.

4.     Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [the edition of Jan.,2011] (“Procurement Guidelines”), and is open to all eligible bidders as defined in Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.     Interested eligible bidders may obtain further information from China Mechanical & Electronic Engineering Tendering Co., Ltd. and inspect the Bidding Documents at the address given below every day (except for Saturdays, Sundays and public holidays) between 9:00 am-11:30 am and 13:30 pm-16:30 pm (Beijing Time).

6.     A complete set of the Bidding Documents in English or Chinese may be purchased 9:00－11:30 am and 1:30－4:30 pm from August 17^th, 2017 (Weekends and Holidays Excluded) by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee RMB1000 or in USD 160. The method of payment will be in cash or T/T.  RMB200 (mainland China) or USD 50 (Outside Mainland China) shall be added for the postage for express mail for purchasing by mail. No liability will be accepted for loss or late delivery.

7.     Bids must be delivered to the address below on or before, 10:30 a.m. September 28^th, 2017 (Beijing Time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 10:30 a.m. September 28^th, 2017 (Beijing Time).
